1874. Seven Circles Act

This "set up seven electoral provinces as constituencies for the upper house, including a midland province, and thus removed the structural reason for suspicion between east and west" (Davenport 1987: 103t).

1876. Native Labour Ordinance Some or other report "proposed compulsory labour for those in the depot who failed to find work within 5 days and thus blurred the distinction between free and slave labour. These recommendations were included in an 1876 NATIVE LABOUR ORDINANCE but it was vetoed by the British Colonial Office because it discriminated against 'natives' " (Allen 1992: 60).
