1906. Coloured Labourers Health Regulations

According to these, the mine owners were obliged "to provide hospital accommodation for not more than two and a half per cent of the average number of Africans employed" (Simons & Simons 1969: 85).

Allen (1992: 241) dates this 1905, and says that it "specified rudimentary minimum health standards which emphasised health in a crude way but at the expense of comfort."
