1909. Industrial Disputes Prevention Act

This "introduced conciliation procedures in essential municipal services, mining, the building trades, engineering and metal works; and applied only to white employees and employers of more than ten white persons" (Simons & Simons 1969: 95f). It thus "excluded blacks from bargaining rights and was attacked by white labour representatives in Parliament on the ground that to deprive the blacks of industrial power was to put them in a position - as the exploited recipients of much lower pay - to challenge white workers for their jobs" (Davenport 1987: 531).
