1947. Natural Resources Development Act No 51

This created a Natural Resources Development Council which was to overlook the planning of housing for the urban population in so-called controlled areas. It had powers "not only to co-ordinate the activities of other planning bodies, but, in 'controlled areas' such as the three goldfields regions ... no township development could take place without its approval" (Mabin 1992: 418). However, by restricting its jurisdiction to controlled areas "it offered no new grand plans for existing metropolitan areas, let alone small towns" (Mabin 1992: 418).
