1952. Native Services Levy Act

This "required employers of black labor in urban areas to pay to the municipalities a monthly levy for each employee" (Price 1991: 33). See also the BLACK LABOUR ACT of 1972.

Furthermore, together with the NATIVE BUILDING WORKERS ACT of 1951, this "took care of location housing policy, creating jobs for blacks, thus cutting costs, and ensuring that employers could be made to pay their share in the construction of location housing and amenities" (Davenport 1987: 373).
