1968. South Africa Indian Council Act No 31

This established a South African Indian Council "consisting of twenty-five Indian persons appointed by the Minister of Indian Affairs" (Dugard 1978: 100). "While the Minister is empowered to delegate certain executive powers relating to education and community welfare to the executive committee of the Council, no provision is made for the granting of legislative powers" (Dugard 1978: 101).

This was amended in 1972, whereby the membership was increased to thirty.
