1974. Affected Organizations Act No 31

This "empowered the Government to cut off ... foreign funds [for certain social- change organizations] and thereby drastically restrict the activities of the organizations. In terms of this law the State President may, if he is satisfied 'that politics are being engaged in' by an organization with the aid of an organization or person abroad, without notice to the organization concerned, declare it to be an 'affected organization' ... The Act also provides for a full investigation into the affairs of a organization under suspicion by an 'authorized officer,' to whom extensive powers of serach, seizure, and interrogation are granted. Once an organization has been declared' affected' no person may' canvass' foreign money or receive foreign money on behalf of the organization" (Dugard 1978: 172).
