1977. Community Councils Act

This act "established a new tier of elected municipal councils under the authority of the BAABs [Bantu Affairs Administration Boards]" (Beinart 1994: 237). It "marked the beginning of a major reversal in the pattern of administrative control over the affairs of the black people living in the townships. It represented the first attempt to introduce in black urban residential areas elected local authority structures to which real executive powers might be granted" (Price 1991: 130). They were "financially self-supporting entities" (Price 1991: 169). See also the URBAN BANTU COUNCILS ACT of 1961 and the BLACK LOCAL AUTHORITIES ACT of 1982.
