Tugwana was editor of New Nation in the early nineties.

He worked for the Rand Daily Mail in 1976 as a reporter covering the unrest. He was arrested and jailed for three months without trial or charge under the Internal Security Act. Six months later he was again detained for 17 months, 13 of which were in solitary confinement.
