TEC Resolution on East Rand Violence and Services

RESOLUTION NO. 21

ADOPTED BY THE TRANSITIONAL EXECUTIVE COUNCIL TILE SITUATION ON THE EAST RAND 1 FEBRUARY 1994

Noting:

The report on the East Rand presented by the JES;

Further noting:

That the plans rest on a multi-disciplinary approach whose key elements are:

Ø. The restoration and upgrading of Community Services, as well as the provision of such where none currently exist;

Ø . The general security situation in the entire areas including special attention to areas to be specified in more detail below. In this regard, it is essential that substantial SADF deployment for purposes of stability in the area and engaging in restoration of amenities be undertaken. It is proposed that the SADF personnel at all levels, including the command structures, are drawn from backgrounds that reflect the inhabitants of the area. This should correspond with the withdrawal of the ISU, and increased SAP involvement within a framework of community-orientated policing.

Ø. Assistance and protection of people to enable them to return to their abandoned homes, and the repair thereof.

Ø . Immediate steps to restore sound administration and good governance to the area.

Ø. All actions should be undertaken within a clearly defined legal and administrative framework.

Endorse these plans and resolves:

To advise the State President to appoint the following persons to serve on the Task Group which in overall charge of further developing and implementing the plans for making the area a model of peace, stability and development:

Ø. General van Loggenberg (Chair)

Ø. Chris Dlamini

Ø. Ariel Mabelane

Ø. Grahame Matthewson

Ø. Charles Thabo Ndabeni

Ø. Duma Nkosi

Ø. Dr. Dries Oosthuizen

And further agrees:

The appointment of one person by the State President in consultation with the IFP.
