This resource is hosted by the Nelson Mandela Foundation, but was compiled and authored by Padraig O’Malley. It is the product of almost two decades of research and includes analyses, chronologies, historical documents, and interviews from the apartheid and post-apartheid eras.

Contributors

Fanie Cloete did the research on POLITICISATION. He holds a B Iuris degree from Potchefstroom University, a LLB degree from the Rand Afrikaans University and a MA (cum laude) and Ph D in Political Science from the University of Stellenbosch. Earlier he was also the head of Constitutional Planning and later Legal Administration in the Department of Constitutional Development and Planning in Pretoria. He also held similar planning positions in the Office of the Prime Minister. In these capacities he was closely involved in policy analysis and planning as well as negotiation about political change in South Africa and in various staff training programmes. He is also an advocate of the Supreme Court of South Africa. Professor Cloete specialises in policy analysis and advice, negotiations, political, institutional and management development as well as in development management. He has already published various academic contributions on political attitudes, participation, minority protection, decentralisation, policy studies, political and institutional development, human rights, land reform and negotiation. He has undertaken extensive research in Europe, the UK, Canada, the USA, South America and Southern Africa on different aspects of these issues.

William Fox contributed on the theme of REPRESENTATIVENESS. While working in the public sector, he completed the BA and BA Honours degree at Unisa and the MA degree at the University of Natal. He gained practical experience in a variety of government departments before he changed to the administration of universities. While working at the University of Stellenbosch he completed the Honours B and Master's in Public Administration. In 1985 he was appointed as the first Registrar of the University of Namibia and while being there, completed the Ph D in Public Administration at the University of Stellenbosch and was later promoted to Associate Professor. He specialises in Executive Public Management, Public Personnel Management and Public Financial Management, lecturing at a graduate level. He has published widely and regularly delivers papers at international conferences. He is also a co-author of two standard text books on public administration. His current research is concentrated on Crisis and Risk Management and on Public Macro Decentralisation and Democratisation.

REFORM AND TRANSFORMATION was covered by Kobus Müller. After extensive experience in environmental conservation in various scientific and management capacities, he joined the School of Public Management at the University of Stellenbosch as a Lecturer in 1989. He holds the degrees B Sc Agric, B Sc Agric Honours (Animal Physiology), Honours B degree in Public Administration, Master's in Public Administration (MPA) and Ph D in Public Administration, all from the University of Stellenbosch. He teaches courses in environmental management, public organisation theory and research methodology and his research interests include environmental management and policy. He has undertaken some research in the USA on different aspects of environmental politics during his stay as visiting professor at the University of Wyoming where he also developed and taught a course in environmental management from a Third World perspective. He has published some articles in his field and is the co-author of a chapter of the book Environmental Concerns in South Africa and contributed three chapters on environmental management in the book Public Resources Management published in 1996. He also undertakes consultancies in organisational development, strategic management, change management and environmental management for central and provincial government clients.

Erwin Schwella focused on PUBLIC OPINION. He holds the degrees BA (Law), BA Honours (Sociology), Honours B in Public Administration, Master of Public Administration (MPA) and Ph D in Public Administration, all from the University of Stellenbosch. Both Honours degrees were obtained cum laude. After working in the public administration profession as, amongst others, a personnel and training officer, he was appointed to the University of Stellenbosch as a junior lecturer during 1981. Subsequently he was promoted through all the academic ranks to become Professor and Chair of the School of Public Management. He is a consultant to central and local government and has handled organisational development, strategic management and affirmative action consultancy briefs. Erwin Schwella is also involved in many other national and international matters concerning public and development management. He has delivered numerous papers at national and international conferences. He also serves as a consultant to the British Civil Service College on South African public administration. He was a senior visiting fellow at that College during 1992. During 1994 he will be a research fellow with the European Centre for Development Policy and Management (ECDPM) in Maastricht, Netherlands and will also spend some time working and studying in the Scottish Office, Edinburgh, United Kingdom. He has published widely in academic journals and is co-author of the well-known academic text book Public Management.

The INTERNAL LABOUR MARKET was analysed and described by Frederik Uys.

After obtaining a Diploma in Zoology at the Technikon Pretoria, he worked for three years as a research officer in the Department of Agriculture. He then enrolled for a BA degree at the University of Stellenbosch and graduated cum laude in 1985. Thereafter he returned to the public sector as Senior Personnel Officer in service of the Commission for Administration. During this period he obtained the BA Honours degree in Public Administration cum laude at the University of Pretoria and was appointed as lecturer there in 1988. He then obtained a MA degree in Public Administration and a Diploma in Tertiary Education at the University of Pretoria. In 1991 Dr Uys was appointed as lecturer in the School of Public Management at the University of Stellenbosch and enrolled for the D Phil degree which he obtained in 1994. His areas of specialisation are Macro Organisations, Personnel Administration and Financial Administration, but apart from that he is also researching inter-governmental relations and development issues.

Andries van Rooyen researched the HISTORICAL DEVELOPMENT OF THE PUBLIC SECTOR. After a career as a Public Health Inspector and administrator in local government, he joined the lecturing staff of the University of Stellenbosch in 1970. He studied for his B Admin, Honours B Admin, and M Admin at the University of Stellenbosch and is currently involved in research for his Ph D in Public Administration. Mr Van Rooyen has been involved in research into local government and administration, such as an institutional profile of local government in the Cape Metropolitan areas as well as manpower training and utilisation in local government in the Western Cape. He also undertakes consultancies in local government development on a regular basis. He is the current editor of Administratio Publica, the journal of the SA Association of Teachers in Public Administration.
